Brake Whistling in Reverse and Drive—Is This Really "Normal"?

Whenever I apply the brakes—both while reversing and driving in Drive (D) mode—a distinct whistling sound occurs. The dealer dismissed this as 'normal' when I brought it to their attention. Is this actually normal behavior for the braking system?

Its normal when brakes are not fully applied or engaged in slower speeds or less than 50% brakes are used
